Deuteronomy 19

رب تیرا خدا اُس ملک میں آباد قوموں کو تباہ کرے گا جو وہ تجھے دے رہا ہے۔ جب تُو اُنہیں بھگا کر اُن کے شہروں اور گھروں میں آباد ہو جائے گا

When the LORD thy God hath cut off the nations, whose land the LORD thy God giveth thee, and thou succeedest them, and dwellest in their cities, and in their houses;

تو پورے ملک کو تین حصوں میں تقسیم کر۔ ہر حصے میں ایک مرکزی شہر مقرر کر۔ اُن تک پہنچانے والے راستے صاف ستھرے رکھنا۔ اِن شہروں میں ہر وہ شخص پناہ لے سکتا ہے جس کے ہاتھ سے کوئی غیرارادی طور پر ہلاک ہوا ہے۔

Thou shalt separate three cities for thee in the midst of thy land, which the LORD thy God giveth thee to possess it.

تو پورے ملک کو تین حصوں میں تقسیم کر۔ ہر حصے میں ایک مرکزی شہر مقرر کر۔ اُن تک پہنچانے والے راستے صاف ستھرے رکھنا۔ اِن شہروں میں ہر وہ شخص پناہ لے سکتا ہے جس کے ہاتھ سے کوئی غیرارادی طور پر ہلاک ہوا ہے۔

Thou shalt prepare thee a way, and divide the coasts of thy land, which the LORD thy God giveth thee to inherit, into three parts, that every slayer may flee thither.

وہ ایسے شہر میں جا کر انتقام لینے والوں سے محفوظ رہے گا۔ شرط یہ ہے کہ اُس نے نہ قصداً اور نہ دشمنی کے باعث کسی کو مار دیا ہو۔

And this is the case of the slayer, which shall flee thither, that he may live: Whoso killeth his neighbour ignorantly, whom he hated not in time past;

مثلاً دو آدمی جنگل میں درخت کاٹ رہے ہیں۔ کلہاڑی چلاتے وقت ایک کی کلہاڑی دستے سے نکل کر اُس کے ساتھی کو لگ جائے اور وہ مر جائے۔ ایسا شخص فرار ہو کر ایسے شہر میں پناہ لے سکتا ہے تاکہ بچا رہے۔

As when a man goeth into the wood with his neighbour to hew wood, and his hand fetcheth a stroke with the axe to cut down the tree, and the head slippeth from the helve, and lighteth upon his neighbour, that he die; he shall flee unto one of those cities, and live:

اِس لئے ضروری ہے کہ ایسے شہروں کا فاصلہ زیادہ نہ ہو۔ کیونکہ جب انتقام لینے والا اُس کا تعاقب کرے گا تو خطرہ ہے کہ وہ طیش میں اُسے پکڑ کر مار ڈالے، اگرچہ بھاگنے والا بےقصور ہے۔ جو کچھ اُس نے کیا وہ دشمنی کے سبب سے نہیں بلکہ غیرارادی طور پر ہوا۔

Lest the avenger of the blood pursue the slayer, while his heart is hot, and overtake him, because the way is long, and slay him; whereas he was not worthy of death, inasmuch as he hated him not in time past.

اِس لئے لازم ہے کہ تُو پناہ کے تین شہر الگ کر لے۔

Wherefore I command thee, saying, Thou shalt separate three cities for thee.

بعد میں رب تیرا خدا تیری سرحدیں مزید بڑھا دے گا، کیونکہ یہی وعدہ اُس نے قَسم کھا کر تیرے باپ دادا سے کیا ہے۔ اپنے وعدے کے مطابق وہ تجھے پورا ملک دے گا،

And if the LORD thy God enlarge thy coast, as he hath sworn unto thy fathers, and give thee all the land which he promised to give unto thy fathers;

البتہ شرط یہ ہے کہ تُو احتیاط سے اُن تمام احکام کی پیروی کرے جو مَیں تجھے آج دے رہا ہوں۔ دوسرے الفاظ میں شرط یہ ہے کہ تُو رب اپنے خدا کو پیار کرے اور ہمیشہ اُس کی راہوں میں چلتا رہے۔ اگر تُو ایسا ہی کرے اور نتیجتاً رب کا وعدہ پورا ہو جائے تو لازم ہے کہ تُو پناہ کے تین اَور شہر الگ کر لے۔

If thou shalt keep all these commandments to do them, which I command thee this day, to love the LORD thy God, and to walk ever in his ways; then shalt thou add three cities more for thee, beside these three:

ورنہ تیرے ملک میں جو رب تیرا خدا تجھے میراث میں دے رہا ہے بےقصور لوگوں کو جان سے مارا جائے گا اور تُو خود ذمہ دار ٹھہرے گا۔

That innocent blood be not shed in thy land, which the LORD thy God giveth thee for an inheritance, and so blood be upon thee.

لیکن ہو سکتا ہے کوئی دشمنی کے باعث کسی کی تاک میں بیٹھ جائے اور اُس پر حملہ کر کے اُسے مار ڈالے۔ اگر قاتل پناہ کے کسی شہر میں بھاگ کر پناہ لے

But if any man hate his neighbour, and lie in wait for him, and rise up against him, and smite him mortally that he die, and fleeth into one of these cities:

تو اُس کے شہر کے بزرگ اطلاع دیں کہ اُسے واپس لایا جائے۔ اُسے انتقام لینے والے کے حوالے کیا جائے تاکہ اُسے سزائے موت ملے۔

Then the elders of his city shall send and fetch him thence, and deliver him into the hand of the avenger of blood, that he may die.

اُس پر رحم مت کرنا۔ لازم ہے کہ تُو اسرائیل میں سے بےقصور کی موت کا داغ مٹائے تاکہ تُو خوش حال رہے۔

Thine eye shall not pity him, but thou shalt put away the guilt of innocent blood from Israel, that it may go well with thee.

جب تُو اُس ملک میں رہے گا جو رب تیرا خدا تجھے میراث میں دے گا تاکہ تُو اُس پر قبضہ کرے تو زمین کی وہ حدیں آگے پیچھے نہ کرنا جو تیرے باپ دادا نے مقرر کیں۔

Thou shalt not remove thy neighbour's landmark, which they of old time have set in thine inheritance, which thou shalt inherit in the land that the LORD thy God giveth thee to possess it.

تُو کسی کو ایک ہی گواہ کے کہنے پر قصوروار نہیں ٹھہرا سکتا۔ جو بھی جرم سرزد ہوا ہے، کم از کم دو یا تین گواہوں کی ضرورت ہے۔ ورنہ تُو اُسے قصوروار نہیں ٹھہرا سکتا۔

One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established.

اگر جس پر الزام لگایا گیا ہے انکار کر کے دعویٰ کرے کہ گواہ جھوٹ بول رہا ہے

If a false witness rise up against any man to testify against him that which is wrong;

تو دونوں مقدِس میں رب کے حضور آ کر خدمت کرنے والے اماموں اور قاضیوں کو اپنا معاملہ پیش کریں۔

Then both the men, between whom the controversy is, shall stand before the LORD, before the priests and the judges, which shall be in those days;

قاضی اِس کا خوب کھوج لگائیں۔ اگر بات درست نکلے کہ گواہ نے جھوٹ بول کر اپنے بھائی پر غلط الزام لگایا ہے

And the judges shall make diligent inquisition: and, behold, if the witness be a false witness, and hath testified falsely against his brother;

تو اُس کے ساتھ وہ کچھ کیا جائے جو وہ اپنے بھائی کے لئے چاہ رہا تھا۔ یوں تُو اپنے درمیان سے بُرائی مٹا دے گا۔

Then shall ye do unto him, as he had thought to have done unto his brother: so shalt thou put the evil away from among you.

پھر تمام باقی لوگ یہ سن کر ڈر جائیں گے اور آئندہ تیرے درمیان ایسی غلط حرکت کرنے کی جرٲت نہیں کریں گے۔

And those which remain shall hear, and fear, and shall henceforth commit no more any such evil among you.

قصوروار پر رحم نہ کرنا۔ اصول یہ ہو کہ جان کے بدلے جان، آنکھ کے بدلے آنکھ، دانت کے بدلے دانت، ہاتھ کے بدلے ہاتھ، پاؤں کے بدلے پاؤں۔

And thine eye shall not pity; but life shall go for life, eye for eye, tooth for tooth, hand for hand, foot for foot.
